Our mission is to offer attractive incentives to manufacturing and other businesses to remain and expand, or relocate, to Allegany County New York understanding that a strong plan for sustainable economic development begins with a clear vision for economic growth.
The countywide vision for economic development may be summarized through a listing of overarching goals for economic development, a description of where such economic growth is desired to occur, and an identification of what type of economic development is envisioned.
The goals are to manage growth and development; conserve rural and scenic areas; and protect agricultural resources.

Craig Clark, Ph.D.
Currently, Dr. Clark is the Economic Developer for Allegany County and Executive Director for the Allegany County Industrial Development Agency (ACIDA). He is also the Vice President of Economic Development for Alfred State College and is responsible for developing and implementing an economic and industrial development program for Allegany County, with an emphasis on attracting businesses and industries to locate within the county, and promoting expansion of existing businesses and industries. He also serves as Alfred State’s liaison with the START-UP NY program, Empire State Development, Appalachian Regional Commission, and other grant-funding and economic development organizations related to the college.
Associated with Alfred State College since 1979, Dr. Clark has served in a variety of teaching and administrative capacities, including professor and chair of the Civil Engineering Technology Department, Interim Vice President for Academic Affairs, and dean and executive director of the School of Applied Technology in Wellsville.
Dr. Clark holds a PhD and a Master of Science degree in civil engineering from North Carolina State University, a Bachelor of Science degree in civil engineering from the University of Colorado, and an Associate of Science degree in engineering science from Jamestown Community College. He has completed course work at Carnegie-Mellon University, College Management Program, and the Heinz School of Public Policy and Management.
Dr. Clark is a member of the American Society for Engineering Education, the American Concrete Institute, the Association for Career and Technical Education, and Skills USA. He serves as New York State director for Post-secondary Skills USA and is a licensed professional engineer in New York State.
Planning & Development Specialist
Ms. Denhoff is a near life long resident of Allegany County and has experience in a variety of industries throughout her career. She currently serves as a Planning and Development Specialist and loves her job! While Michelle assists Dr. Clark with promoting expansion of existing businesses and industries, she is also responsible for compiling revisions to the Allegany County Comprehensive Plan, website & database maintenance, updates to the events calendar, GIS map generation, and updating local addresses in preparation for the 2020 census.
She graduated from Alfred State College with degrees in Environmental Technology and Biological Science, leading her to environmental consulting and testing early in her career. While working, she earned her Bachelors degree in Environmental Management where she gained her mapping experience. Most recently, Michelle earned a certificate of completion from the Leadership Allegany program that is offered at Houghton College, promoting personal and professional development of future leaders.
Michelle lives in Wellsville with three daughters and hopes to teach them the value of giving back to local communities. She is a board member of Genesee River Wilds, and serves as staff to the Comprehensive Plan Implementation Group, Comprehensive Plan Review Committee and the Allegany County Planning Board.
