- Chairman Fanton called the meeting to
order at 2:30 p.m.
- A motion was made by Legislator Hopkins,
seconded by Legislator Curran and carried approving the minutes of August
3, 2011.
- A motion was made by Legislator O’Grady,
seconded by Legislator Healy and carried requesting a resolution approving
the SFY 2011-2012 agreement with the New York State Unified Court System
to provide reimbursement for the cleaning and minor repairs of the court
facilities. The yearly revenue from
this agreement is approximately $185,000.00. County Attorney to Prepare
Resolution
- A motion was made by Legislator Hopkins,
seconded by Legislator Curran and carried to refer to the Ways and Means
Committee a request for $55,000 to cover the estimated shortage in the
Solid Waste Leachate account due to excessive spring rain. Referral
to Ways & Means
- A motion was made by Legislator Hopkins,
seconded by Legislator Healy and carried to refer to the Ways and Means
Committee a request for $75,000 to cover the estimated shortage in the
Solid Waste Fuel Account due to a sharp increase in fuel prices this
year. Referral to Ways &

- A motion was made by Legislator O’Grady,
seconded by Legislator Healy and carried to refer to the Personnel
Committee to place the Part Time Laborers (Gatekeepers) in Solid Waste
into Section 4 of the Salary Schedule.
This will allow the department to control some of the cost within
the department. Referral

- Mr. Scholes spoke with the Committee
concerning the 2012-2013 Solid Waste Residential Tags. Mr. Scholes explained Tim Palmiter,
Recycling Coordinator had introduced an idea the department would like to
implement with the Residential Tag and free tire disposal. In the past, the department has held
dedicated “Free Tire Days” that allowed a tag holder to dispose of 4 tires
at no cost. Under the new system
the Residential Tags would have (4)-“T’s” printed on the bottom of the tag
to be punched out when the resident disposes their tires. The department will only allow disposal
at the County Landfill. This new
system will be more efficient, convenient and cost effective by reducing
expenses related to Free Tire Days and by providing tag holders with more
frequent opportunities to dispose of waste tires. A motion was made by Legislator O’Grady
and seconded by Legislator Curran and carried to implement the above
changes to the Solid Waste Residential Tag beginning on April 1, 2012.
- A motion was made by Legislator Hopkins,
seconded by Legislator Healy and carried to award the hauling of sand and
salt to B&R Trucking.
- A motion was made by Legislator Hopkins,
seconded by Legislator O’Grady and carried to refer to the Ways and Means
Committee a request for $80,000 to cover the estimated shortage in the
County Road Fuel Account due to sharp increases in fuel prices. Referral to Ways & Means
Committee
- A motion was made by Legislator Curran,
seconded by Legislator Hopkins and carried to adjourn the meeting at 3:00
p.m.
