Chairman O’Grady called the meeting to order at 2:20 p.m.
- A
motion was made by Legislator Healy, seconded by Legislator Hopkins and
carried to approve the minutes of March 2 and March 28, 2011.
- A
motion was made by Legislator Healy, seconded by Legislator McGraw and
carried to allow Legislator Ungermann to abstain from voting on the
material bids award. A motion was
made by Legislator McGraw seconded by Legislator Hopkins and carried to
award to the material bids to the various low bidders.
- A
motion was made by Legislator Ungermann, seconded by Legislator Healy and
carried requesting a resolution be prepared authorizing the implementation
and funding agreement with the NYSDOT for the Construction Phase for the
Bridge Replacement, County Road 16 over Genesee River, Town of Belfast
(PIN 6754.08). All funds for this
project have been appropriated in the 2009 and 2010 budgets to Account
H5904.200. County

to Prepare Resolution.

carried to approve the following transfer to cover the purchase of a new
computer for Engineering:

motion was made by Legislator Healy, seconded by Legislator Hopkins and
carried referring to Ways and Means the following transfer:

This
transfer is necessary to cover the Environmental Assessments being done at the
Friendship Shop, County
Landfill and the District
Shops. The objective of the compliance
audit is to evaluate existing operations at these facilities and identify areas
where these facilities may not be in compliance with the applicable state and
federal environmental conditions. The
audit will be performed by TVGA Consultants.
(Opposed: Legislator
Ungermann). Referral to Ways and Means
- A
motion was made by Legislator Healy, seconded by Legislator Hopkins and
carried to award to L.C. Whitford the bridge deck for Bridge #11-02,
County Road 13. L.C. Whitford was
the low bidder with a bid of $126,746.00.
- Mr.
Roeske presented the committee with a quote of $98,587.00 for a detour for
the County Road 13 bridge replacement in the Village of Canaseraga. Mr. Roeske explained the biggest expense
on this project is the need for three 8’ x 40’ pipes that will have to be
purchased. Mr. Roeske further
explained the DEC will grant permission however it will have to be done
during their time frame which is June 1 through October 1st. The estimated time of completion for this
project is 8 to 10 weeks. A motion
was made by Legislator Ungermann, seconded by Legislator Healy and carried
requesting Mr. Roeske to send the Village of Canaseraga and the Town of
Burns a letter explaining the time frame of the project, necessary
materials for the detour and possible contributions they are willing to
make toward the project. The
committee will meet again once they have heard from the town and
village.
- Mr.
Roeske spoke with the committee concerning a drainage problem in the Town
of Rushford
near 8084 County Route
49. Water is coming across the road onto a resident’s property. Mr. Roeske explained there is a sluice pipe
that comes across the road.
However, the resident’s, years ago, constructed a homemade drainage
system down to the lake that was not an appropriate solution for the
problem. Approximately seven years
ago the department offered to install an open ditch down to the lake and
the residents at the time did not want that. A private contractor came in and gave
them a quote to fix the drainage problem however; they did not want to
spend the money. Water has been
over the road several times this year and Mr. Roeske has received many
complaints from the area resident’s.
Mr. Roeske has also spoken with several of the residents in the
area who feel it is the property owner’s responsibility to fix the
problem. Legislator Ungermann
stated the County should not work out of the County R-O-W and any work
outside the r-o-w will be at the expense of the property owner(s). Mr. Roeske stated he will meet with the
Rushford Lake District in May.

carried to adjourn the meeting at 3:00 p.m.
