            Public Safety Committee Chairman Dwight “Mike” Healy called the meeting to order at 11:06 a.m.

 

Approval of Minutes

            A motion was made by Legislator Burdick, seconded by Legislator Benson and carried to approve the February 2, 2011, Public Safety Committee minutes. 

 

Public Defender

            Public Defender Barbara Kelley was unable to attend but had nothing to report.

 

Probation Director

            Director Robert Starks reported that warrants are now listed on the county website under the Probation suite.  He noted that there was an article in the newspaper and he has written to law enforcement agencies in the county to inform them.  Legislator Graves asked if there was a way to track the number of hits to this area and Bob stated that he would check with the IT Department.

            Director Starks also provided a Memorandum of Explanation requesting a resolution approving Chairman Crandall to sign the Interlock Ignition Device contract with New York State.  Legislator Sinclair asked Bob to explain how IID works.  Bob explained that a breathalyzer is installed on the car’s ignition, along with a camera, and the vehicle starts after a breath test registering .025%  or less BAC.  Rolling re-tests are also done every ten to fifteen minutes.  A motion was made by Legislator Burdick, seconded by Legislator McGraw and carried to approve the contract as soon as it is received from New York State.  Refer to Ways and Means Committee

Director of Emergency Management and Fire

            Director Jeffrey Luckey requested permission to re-appropriate a Homeland Security Grant of $76,472.00.  He also requested permission to re-appropriate a Homeland Security Grant of $15,570.20.  A motion was made by Legislator McGraw, seconded by Legislator Benson and carried to approve this request.  Refer to Ways and Means Committee

            Director Luckey provided the committee with a copy of the Fire Service Organizational Chart, Fire Districts and Fire Investigator Dispatching Roster for informational purposes.

 

            Director Luckey noted that prior flooding damage will likely meet the FEMA state level of $24.6 million.

 

            Director Luckey noted that he spoke at the most recent Victim Impact Panel provided by the STOP-DWI Office and commented that he felt the program is very beneficial.

 

Youth Bureau Director/STOP-DWI Coordinator

            Director Linda Edwards provided the committee with a list of individuals for re-appointment to the County Youth Board.  This included Deborah Aumick, James Cross, Sherry Weirich, Ralph Eastlack and Gary Ostrower.  A motion was made by Legislator Healy, seconded by Legislator McGraw and carried to re-appoint these members.

 

            Director Edwards provided the committee with the STOP-DWI Booklet which contains the DWI statistics for the calendar year 2010.  She noted that arrest numbers and fine money received were both down.

 

District Attorney

            District Attorney Keith Slep was unable to attend but had nothing to report.

 

Weights and Measures Director

            Director Gilbert Green was unable to attend but had nothing to report.

 

Sheriff Rick Whitney

Sheriff Rick Whitney noted that the PSIC grant is moving forward.

 

Executive Session

            A motion was made at 11:27 a.m. by Legislator Burdick, seconded by Legislator Benson to go into Executive Session for attorney/client purposes to discuss issues regarding a legal contract.  Immediately following discussion, a motion was made by Legislator Burdick, seconded by Legislator Benson to end the executive session at 11:43 a.m. and return to the regular meeting.

 

Sheriff Rick Whitney

            Further discussion was held regarding the PSIC grant.  Sheriff Whitney and Lt. Hanchett reported that under the PSIC grant low band will still be accessible using a cross-band repeater.  They are looking for a grant to purchase high-band radios.

 

Adjournment

            There being no further business to come before the committee, a motion was made by Legislator Burdick, seconded by Legislator Benson, and carried to adjourn the meeting at 11:45 a.m.
