            Ways & Means Committee Vice Chairman Dwight Fanton called the meeting to order at 1 p.m.

 

Approval of Minutes

            The September 13, 2010, Ways & Means Committee minutes were amended to include L. Edwards under Others Present and then approved on a motion by Legislator Sinclair, seconded by Legislator Healy and carried.

 

            The September 14, 2010, Ways & Means Committee minutes were approved on a motion by Legislator Healy, seconded by Legislator Burdick and carried.

 

Audit

            Committee members reviewed the September 27, 2010, audit of claims in the amount of $1,438,114.14 (including prepaid bills).  Mr. Margeson confirmed that the $14,907.31 listed under Reforestation represents a payment of taxes on County property not used for government purposes.  A motion was made by Legislator Sinclair, seconded by Legislator Healy and carried to forward the audit to the full Board for approval of payment.

 

Executive Session

            A motion was made by Legislator Pullen, seconded by Legislator Sinclair and carried to enter into executive session to discuss the proposed sale of County property.  Immediately following discussion, a motion was made by Legislator LaForge, seconded by Legislator Pullen and carried to end the executive session and return to the regular meeting.

 

Sale of County Owned Property

            A motion was made by Legislator Burdick, seconded by Legislator Pullen and carried to accept the offer of Dale and Mary Bailey to purchase the Coslos Building located at 59 Main Street (Tax Map #126.7-2-41) in the Village of Almond for $5,000 contingent upon the Bailey’s acceptance of the County’s inability to offer any moratoriums or tax waivers.    Prepare Resolution

 

Temporary Use of County Owned Property 

            Committee members reviewed an offer from the Wellsville Volunteer Fire Department to use a leftover tax sale property located at 157 East State Street, Wellsville, for a training program offered by Mike Champo (NYFD) and sponsored by Atlantic Richfield/BP.  The training is being offered to four ladder truck companies in Allegany County (Alfred, Cuba, Houghton and Wellsville).  The property was severely damaged by a fire approximately two years ago and because of its location it is a good site for ladder training.  The training is scheduled for October 2 and 3 from 8 a.m. until finished.  Insurance for the Allegany County volunteers is covered through the Allegany County Self Insurance, and the trainer, Mr. Champo, has his own personal insurance and is also willing to sign a waiver.  If approved, the fire company will help close up and secure the house.  The request was approved on a motion by Legislator Pullen, seconded by Legislator Healy and carried.   Referred to County Attorney

 

Adjournment

            There being no further business to come before the committee, a motion was made by Legislator Burdick, seconded by Legislator Healy and carried to adjourn the meeting at approximately 1:35 p.m.
