            Ways & Means Committee Chairman Theodore Hopkins called the meeting to order at 1 p.m.

Personnel Committee

            The Personnel Committee requested the Ways & Means Committee to investigate participating with ProAct, Inc. ProAct is a full service pharmacy benefit management company headquartered in Central New York, that offers a County Discount Card Program at no cost to the County and no cost to the participants.  Concern was expressed about how the program is financed, and it was suggested that a representative could be scheduled to address the entire Board.  Legislator Hopkins expressed concern about the effect this may have on local pharmacies.  Chairman Crandall suggested that the Clerk of the Board could schedule a time for representatives to present information to the committee and for others to provide feedback.  Following the meeting, Committee Chairman Theodore Hopkins requested Clerk of the Board Brenda Rigby Riehle to hold off on scheduling any presentations until after he checked with the United Way and the Allegany/Western Steuben Rural Health Network regarding programs they are involved with.

 

Human Services Committee

            Social Services Commissioner Patricia Schmelzer requested approval to fill an Account Clerk Typist (AFSCME, Grade 7) position that became vacant when an employee was promoted.  The position does clerical work in the Child Support Collection Unit.  The position is financed 50 percent with federal funds, 33 percent with state funds, and 17 percent with local County dollars.  Mrs. Schmelzer indicated that both of her requests to fill positions resulted from filling the Secretary to the Commissioner position.  Legislator Sinclair asked if there was any danger of the funds being cut, and Mrs. Schmelzer stated that she did not believe so.  The request was approved on a motion by Legislator Burdick, seconded by Legislator Sinclair and carried.   Notify Human Resources

 

            Mrs. Schmelzer also requested approval to fill a Community Service Worker (AFSCME, Grade 11) position that became vacant when an employee was promoted.  This position processes all payments and claims for the Services Unit.  The position is financed 50 percent with federal funds, 25 percent with state funds, and 25 percent with local County dollars.  The request was approved on a motion by Legislator Burdick, seconded by Legislator Pullen and carried.   Notify Human Resources

 

            Office for the Aging Director Kimberley Toot requested approval to fill the Friendship Luncheon Center Manager (Section IV, $7.50/hr.) position.  The position manages the Friendship Luncheon Center two days a week from 10-2.  The duties are specific to the Friendship Senior Luncheon Center, and the site would close if the position is not filled.  Funding for this position is 31 percent County match, 42 percent Older American Act Federal Funds, and 27 percent contributions.  Mrs. Toot indicated that the position is part-time for eight hours per week.  The request was approved on a motion by Legislator Burdick, seconded by Legislator Healy and carried.   Notify Human Resources

 

Audit

            Committee members reviewed the January 25, 2010, audit of claims in the amount of $3,242,599.77 (including prepaid bills).   A motion was made by Legislator Healy, seconded by Legislator Pullen and carried to forward the audit to the full Board for approval of payment.

 

Adjournment

            There being no further business to come before the committee, a motion was made by Legislator LaForge, seconded by Legislator Burdick and carried to adjourn the meeting.
