            Board Chairman Curtis Crandall called the meeting to order at 1 p.m.

 

Approval of Minutes

            The August 18, 2010, Ways & Means Committee minutes were approved on a motion by Legislator Pullen, seconded by Legislator Sinclair and carried.

 

Software for Allegany Rides

            Mobility Management Planner Lawrence Kaminski stated that the Transportation Steering Committee and the New York State Department of Transportation approved the purchase of software that will assist in routing and scheduling from vendor HB Software Solutions.  Mr. Kaminski talked a little about the company’s history and the national exposure they have.  Mr. Kaminski stated that they are engrained in the Medicaid portion of service, and they have been very responsive to our overall needs.  They have a base package, but they can also tailor their program for unique needs.  The cost of the software is almost $100,000. 

 

            Legislator Ungermann expressed concern about seeing buses on the road with very few passengers and asked if the software would help increase ridership.  Mr. Kaminski indicated that the software may be able to identify where routes could be better placed.  It will also enable us to produce reports on overall ridership which may help with planning.  The software should assist greatly in coordinating efforts and improving overall efficiencies in the system.

 

            Legislator Philip Curran stated that the price of the software seems quite costly for the limited number of people we serve.  Mr. Kaminski noted that the software will be purchased with grant funding, and HB Software Solutions was one of the lower priced vendors.  Mr. Kaminski stated that the software can grow with the transportation system.  Mr. Kaminski did not have the information regarding annual maintenance fees with him, but he indicated that the first three years of maintenance are in the base price, and there are fees associated with years four and five. 

 

            Chairman Crandall thanked Mr. Kaminski for his report and ongoing communication with the committee.  A motion was made by Legislator Healy, seconded by Legislator Sinclair and carried to accept Mr. Kaminski’s report and approve the purpose of the software if it makes their operation more efficient. 


Tax Sale Bids

            County Treasurer Terri Ross distributed a summary of sealed bids she received on the properties remaining after the tax sale auction that were included on the advertisement for sealed bid list.  Ms. Ross stated that there were 17 parcels on the list, and there were 28 bidders on 7 parcels.  Ms. Ross noted that the winning bidder would pay the bid amount plus current year’s taxes and recording costs.  A motion was made by Legislator Pullen, seconded by Legislator Healy and carried to accept the following bids:        PREPARE RESOLUTION

Executive Session

            A motion was made by Legislator Pullen, seconded by Legislator O’Grady and carried to enter into executive session at 1:16 p.m. to discuss the proposed sale of real property.  Immediately following discussion at 1:28 p.m., a motion was made by Legislator O’Grady, seconded by Legislator Healy and carried to end the executive session and return to the regular meeting.

 

            A motion was made by Legislator Sinclair, seconded by Legislator Healy and carried to enter into executive session at 1:30 p.m. to discuss the financial history of a particular corporation.  Immediately following discussion at 1:43 p.m., a motion was made by Legislator Sinclair, seconded by Legislator Healy and carried to end the executive session and return to the regular meeting.

 

Audit

            Committee members reviewed the August 23, 2010, audit of claims in the amount of $3,790,808.46 (including prepaid bills).   A motion was made by Legislator Burdick, seconded by Legislator Sinclair and carried to forward the audit to the full Board for approval of payment.

 

Adjournment

            There being no further business to come before the committee, a motion was made by Legislator O’Grady, seconded by Legislator Pullen and carried to adjourn the meeting at approximately 1:46 p.m.
