Call to Order
The meeting was called to
order by Chairman Truax.
Approval of Minutes
The minutes of September 23,
2009 were approved with motions from Legislators Dibble and Reynolds. Motions carried.
Health Department
Additional monies were
provided through the State Homeland Security Program to fund additional
services under the department’s emergency preparedness efforts and the H1N1
outbreak/planning totaling $27,778.00. A
request to accept these funds was made by Mr. Hull and to apply them to the
various accounts stated on the MOE.
Legislator Dibble moved to accept these funds and refer to Ways and Means for consideration. Legislator Reynolds seconded and the motions
carried.
Office for the Aging
This office requests a resolution to increase revenue and
expenditures relative to the SNAP program.
This is due to increases in client contributions budgeted and the
contribution from the Allegany Senior Foundation for lifelines budgeted in CSE. The funding totals $24,500.00. Legislator Reynolds moved to accept these
funds, with Legislator Burdick seconding.
These motions carried. Ways and Means
A resolution is requested to accept additional funds due to an
increase in WRAP & Title IIIE Federal
revenues totaling $22,871.00.
Legislators Reynolds and Burdick approved with referral to Ways and Means. Motions carried.
The Allegany County Office
for the Aging requests a resolution
to accept a new Federal Grant, the Medicare improvements for Patients and
Providers Act grant. The goal of the
grant is to reach and counsel individuals eligible for the Low Income Subside
program of the Medicare Savings Program.
The total of the grant is $6000.00.
Legislators Dibble and Reynolds moved to accept this funding with
referral to Ways and Means. Motions carried.
The Department’s monthly
report was provided for this committee’s information. It was noted that contributions for congregate
meals is up 5% from last year, and home delivered meals are up 7%.
On October 29, 2009 a
Volunteer Recognition will be held at the Cuba VFW at 3:00 pm. The department has 390 volunteers. The Wellsville Daily Reporter, Allegany
Senior Foundation, and the
Social Services
The department’s monthly
report was provided, noting Food Stamps and Medicaid caseloads up.
As Patricia Schmelzer’s appointment as Commissioner of Allegany County
Department of Social Services will end on December 31, 2009, Legislator
Reynolds moved to reappoint her for another five year term. Legislator Dibble seconded this motion. Motions carried. Resolution
A request to fill a Typist position
and any vacancies that may occur was made.
The vacancy is due to a resignation and the position is the receptionist
for the front desk. It is funded by 50%
Federal dollars, 25% State dollars, and 25% local dollars. Legislators Reynolds and Dibble moved on the
request. Motions carried. Ways
and Means
Due to increases in various
programs and to reconcile accounts for end of year, miscellaneous transfers are
being requested. All transfers result in
no impact to local dollars. Legislators
Dibble and Reynolds moved to approve these transfers. Ways
