Approval of Minutes
The minutes of October 21, 2009 were approved with motions from Legislators Dibble and Burdick. Motions carried.
Social Services
The monthly report was distributed for committee information with some questions raised.
The department requested permission to fill the Director of
Temporary Assistance position, due to a retirement and any vacancies that may
occur. Legislator Dibble moved to
approve this request, and Legislator Truax seconded. Discussion ensued regarding delaying the
filling of a lower graded position that could occur due to filling the Director
position. The motion on the floor was
amended to approve filling the Director position, with the department returning
to committee to further discuss the other position. Motions carried. Ways
and Means
The department also requests approval to fill the Secretary to the Social Services Commissioner position due to a retirement and any other position that may occur. Legislators Reynolds and Dibble moved to fill the Secretary position, with return to committee on any other position that may occur. Motions carried. Ways and Means
Legislator Fanton has spoken to Commissioner Schmelzer regarding the Job Trac Program. There is only one person who oversees this program. These individuals fall into the Safety Net Program and it is very difficult for the person overseeing to insure they get the required hours in. It was recommended that Mrs. Schmelzer report on this program to the committee.
Office for the Aging
This agency requests a resolution for transfers totaling $4000.00 to cover year end expenditures. Legislators Reynolds and Dibble moved on the request, and the motions carried. Ways and Means
The department’s monthly report was provided. Ms. Toot mentioned that Medicare D (Prescription coverage) for individuals to make changes is open from November 15 – December 31, 2009. The agency has been receiving a number of calls regarding this. Consultations have been set up at different ACCORD locations, with 137 hours provided.
Health Department
Ms. Ballengee reported on the flu clinic held on Saturday, November 14th for the public. Sixteen hundred vaccinations were provided. Everything went very well.
The Department requests permission to accept funding in the amount of $170,299 from the New York State Department of Health to aid in H1N1 activities. Legislators Dibble and Reynolds moved on the request, and the motions carried. Ways and Means
The Department requests permission to accept funding in the amount of $21,712 through the American Recovery and Reinvestment Act of 2009 through the NYS DOH Bureau of Family Health, Early Intervention Administration. Legislators Reynolds and Burdick moved to accept this funding. Motions carried. Ways and Means
A request to accept funding in the amount of $20,000 through
the NYS DOH Bureau of Immunization was made.
Legislators Reynolds and Dibble moved on the request. The

A resolution was requested to accept gifts and donations totaling $5225.00 donated to the Cancer Services Program. Legislators Dibble and Burdick moved on the request and the motions carried. Ways and Means.
The Health Department requests permission to renew their contract with NYS DOH to provide Adolescent Tobacco Enforcement and Prevention services totaling $29891. Brief discussion took place regarding the department’s educational approach rather than one of enforcement. Three or four complaints have been received in reference to clean in-door air. Legislator Dibble moved to renew the contract. Legislator Reynolds second and the motions carried. Ways and Means
The Department requests permission to enter into a contract with Kid Start Livingston Wyoming ARC and Building Blocks Comprehensive Services, Inc to provide special education services to preschoolers with disabilities. This is an annual renewal. Legislator Reynolds moved on the request, with Legislator Burdick seconding. Motions carried. Ways and Means
The Health Department requests a resolution transferring funding in the amount of $105349 between cost centers to cover year to date and year end expenditures. Legislators Dibble and Burdick made the appropriate motions. Motions carried. Ways and Means
Executive Session
Legislators Dibble and Burdick moved to hold executive session to discuss personnel matters. Motions carried.
Legislator Reynolds moved to
resume regular business, with Legislator Burdick seconding. Motion
carried.
Adjounment
Legislator Burdick moved to
adjourn and Legislator Reynolds seconded. Motion carried and meeting
adjourned at 4:50pm.
