Call to Order
The meeting
was called to order at 3:02 pm by Chairman Truax.
Approval of Minutes
The minutes
of May 20, and June 8, 2009 minutes were approved with motions from Legislators
Dibble and Reynolds. Motions carried.
Social Services
The
department’s monthly report was presented for committee information.
Ms. Schmelzer noted that in July there will be a 10% increase
in the public assistance grant account.
The State is funding this increase.
This account has not had any increase since 1991.
The
department is also involved in an imaging project that is State sponsored. Miscellaneous documents will be scanned and
kept in a State repository. This should
cut down considerably on paper and therefore cut down on storage space.
It was
asked if the agency still investigated fraud cases. The answer was yes and information regarding
collections is contained on the back pages of the monthly report previous
distributed.
Office for the Aging
It was
asked to approve a position of Substitute Meals-on-wheels Driver. The position is needed to cover the other
drivers when they are off or unable to deliver the meals. Legislators Kruger and Reynolds moved to
approve filling the position. Motions
carried. Ways and Means
The Office
for the Aging request a resolution to accept $15112.00
in funding from the American Recovery and Reinvestment Act. The funding is for the Nutrition Program and
the Elderly-Congregate & Home Delivered Meals programs. Legislators Dibble and Kruger moved on the
request. Motions carried.
Ways and
Means
A
resolution is needed to transfer funds within the EISEP budget from .4 to .1
and .8 totaling $6400.00. Legislator
Dibble moved on the request to transfer, Legislator Kruger second, and the
motions carried.
Ways and Means
The
Allegany County Office for the Aging requests a resolution to re-appropriate
$16200 in funding from 2008 for the HIICAP & POE grants. Legislators Reynolds and Dibble made the
appropriate motions. These motions
carried. Ways and Means
The OFA
requests a resolution to increase grant amounts in A6772, A6779, and A6784
accounts due to additional State & Federal funding. Legislator Reynolds moved to approve the
appropriation, with Legislator Russo seconding.

Ms. Toot
distributed the department’s monthly report for committee information.
It was
noted that the way in which meal contributions are collected has been
changed. Previously contributions had
been collected by leaving an envelope at an individual’s residence, which would
be collected the next time a meal was delivered. Now a letter is sent every month stating the
number of meals that were delivered . This process is working very well. Contributions have increased.
The Senior
Picnic will be held on July 30, 2009 with a rain date of July 31, 2009. Everyone is invited to attend.
Health Department
The
Department requests a resolution to decrease an Account
Clerk Typist position within its Children With Special
Needs Division from FT/5 days per week to PT/2 days per week effective
immediately. Legislators Russo and
Reynolds moved to approve this decrease.
Motions carried.
It was
asked if this was a suggestion that came from Altreya,
the agency that is completing an efficiency study on the Health
Department. Ms. Ballengee stated that,
no, that this individual had come to her on two occasions stating she did not
have enough to keep her busy. Altreya is coming in tomorrow.
The
Department requests a resolution abolishing 19 positions
due to the sale of the Certified Home Health Care Agency and Long Term
Programs. They are as follows: 2 SPHN; 4 RN; 10 PHN; 2 MRCO; and 1 ACT. Legislator Dibble moved on the request. Legislators Reynolds and Russo seconded. Motions carried.
It is also
requested to fill the Director of Patient Services position. A nursing supervisor position is required
to oversee, develop, and manage all aspects of the Public Health Nursing
Division. It will be supported by
various grants. Legislator Reynolds
moved to fill the position, with Legislator Dibble seconding. Motions carried.
