HUMAN SERVICES COMMITTEE

July 22, 2009

** NOT APPROVED **

Committee Members Present:

R. Truax, D. Russo, D. Burdick, W. Dibble, B. Reynolds, C. Crandall  (Absent:  K. Kruger)

Health Department – Request to Fill PHN Position:

Public Health Director Lori Ballengee requested approval to fill the PHN-Public Health Nurse (NYSNA Union, PHN) position that is currently vacant.  The NYS DOH dictates that we must have a full-time clinical nurse in the Reproductive Health Program, and the Health Department would not be able to continue to provide family planning and reproductive health services to the residents of the County at a reduced cost without this position.  The position is funded 95 percent through the Family Planning/Reproductive Health Grant and 5 percent through Article 6-Public Health State Aid.  Discussion included salary, which will be contingent upon the experience of the candidate; family planning clinic policy; and current caseload figures for the clinics.  The request was approved following a motion made by Legislator Dibble, seconded by Legislator Russo and carried.   Refer to Ways & Means Committee

Social Services Department – Request to Fill Caseworker Position:

Social Services Foster Care Supervisor Marcia Moore, attending on behalf of Commissioner Patricia Schmelzer, presented a request to fill a Caseworker (AFSCME, Grade 16) position and any positions that may become vacant as a result of filling from within.  This position will enable the County to meet state requirements for the monitoring of children in foster care.  The position is funded 50 percent with Federal funds, 25 percent with State funds, and 25 percent with County funds.  The request was approved on a motion made by Legislator Dibble, seconded by Legislator Russo and carried.   Refer to Ways & Means Committee

Monthly Report:

Social Services’ monthly report, dated July 15, 2009, was distributed for review.

Adjournment

There being no further business to come before the committee, a motion was made by Legislator Reynolds, seconded by Legislator Burdick and carried to adjourn the meeting at 1:05 p.m.

Respectfully submitted,
