Approval of Minutes

The minutes of November 18, 2009 were approved with motions from Legislators Dibble and Burdick.

Motions carried.

 

Social Services

The department’ s monthly report was presented for committee information.

 

Commissioner Schmelzer requested permission to fill a vacancy of Principal Social Welfare Examiner.  This position is the result of filling the Director of Temporary Assistance position due to a retirement.  The position is funded through Federal, State, and Local dollars (25%).  Legislator Dibble moved to fill the position, with Legislator Reynolds seconding.  Motions carried.  Ways and Means

 

The department also requests permission to fill a vacancy of Social Services Investigator.  This vacancy is a result of filling the Director of Temporary Assistance position, vacated due to retirement.  This position is responsible for investigation of allegations of fraud.    It is funded through Federal, State and Local dollars.  Legislators Dibble and Reynolds moved on the request and the motions carried.  Ways and Means

 

The department would like to encumber $15,000 from 2009 into 2010 for the purchase of a van, for the Job Trak program.  This program is where recipients of Public Assistance work in the community as part of their eligibility.    Legislators Dibble and Reynolds moved to approve the encumbrance.  Motions carried.  Ways and Means

 

Health Department

The department requests a transfer of $2850 within its Public Health Administration funding.  This is needed to cover the cost of replacing a desktop copier and the purchase of an office workstation.  These purchases are reimbursed 100% through Article 6 funding.  Legislators Dibble and Burdick moved on the request and the motions carried.

 

Other Business

The Chairman of the Board would like to appoint members to the Citizen Advisory Council to the Office for the Aging for three year terms from January 1, 2010 to December 31, 2012.  These members are Keith Folts, Reita Sobeck-Lynch, Beverly Armstrong, and Mona Pettit.  Legislator Dibble moved to approved these appoints and prepare the appropriate resolution.  Legislator Burdick second and the motions carried.  Resolution

 

Executive Session

Legislators Reynolds and Dibble moved to hold executive session to discuss the past and previous employment history of individuals in the Health Department.  Motions carried.

 

Mr. Reynolds made a motion to come out of Executive Session.  Mr. Dibble made the second and motion carried.  Mr. Burdick made a motion, based upon recommendations of the efficiency study conducted by Altreya Consulting, LLC, to abolish the Account Clerk Typist position in the Environmental Health Division, the Senior Typist in Early Intervention and the .40FTE Account Clerk Typist in the Preschool/Physically Handicapped Children’s Program.  Mr. Dibble made the second, motion carried. 

Mr. Dibble made a motion to return to Executive Session while Mr. Truax seconded the motion.  Motion carried.  Mr. Dibble made the motion to come out of Executive Session and Mr. Reynolds made the second.  Motion carried.

Mr. Reynolds made the motion to adjourn the meeting and Mr. Dibble made the second.  Motion carried and the meeting was adjourned at 4:45pm.
