Minutes
The minutes of March
18, 2009 were approved with motions from Legislators Reynolds and Burdick. Motions carried.
Community Services
Mr. Damiano requested
a resolution approving the downsizing of the Community Services Board from
fifteen (15) to
nine(9) members. They have received a
one year waiver from the State, as they have encouraged the agency to continue
to try to recruit additional members.
Member resignations were presented as well as applications for eight (8)
members to serve on the Community Services Board. A resolution is also requested to appoint
those who have applied with two exofficios.
Legislator Reynolds moved to prepared two resolutions as requested, (1 for downsizing; 1 to appoint
members who have applied). Legislator
Burdick second and the motions carried.
Office for the Aging
Ms. Toot requested a
resolution for a transfer of $5000.00 from A6772.474 to A6772.201 to purchase
electric meal carriers to safely transport home delivered meals. Legislator Reynolds and Burdick made the
appropriate motions. Motions
carried. Resolution
The Office for the
Aging’s monthly report was also presented.
Social Services
Ms. Schmelzer
presented the department’s monthly report.
A request to fill a
Senior Social Welfare Examiner position due to a retirement and any vacancies
that may occur by filling the position was made. The
position is budgeted and paid under the Medicaid cap. Legislator Reynolds moved to fill the
positions and Legislator Burdick second.
Motions carried. Ways and Means
Health Department
Ms. Ballengee
requested permission to fill a Licensed Practical Nurse position. This position would replace a Public Health
Nurse position and save approximately $27,000/year. It should be noted that the nurses union will
grieve this action. There will only be
one Public Health Nurse position available in the
department’s LHCSA program. The
department currently employs two PHNs.
Legislators Reynolds and Burdick moved to fill the LPN position and
refer the request to Ways and Means.
It was reported that
the transition of home care patients to Willcare is going very well with no
problems.
McBee an organization
who reviews Medicare billings found only approximately 1% that could have been
billed. It should be noted that this is
excellent.
The Health Department
requests permission to accept funding in the amount of $2535 from NYS
Department of Health for the Tobacco Enforcement Program. Legislator Burdick moved to accept this
money, with Legislator Reynolds seconding.
Motions carried. Ways and Means
Numerous COLA (Cost
of Living Adjustments) monies have been received for the Department totaling
$47,349 from the NYS Department of Health.
It is requested to increase expenditure and revenue accounts in
Immunization, Family Planning, Children w/Special Needs, Rabies, WIC, and Lead
Programs as written on the MOE.
Legislator Reynolds moved to accept these monies and Legislator Burdick
seconded. Motions carried with referral
to Ways and Means.
The Health Department
also requested a resolution for a
$600 transfer within the Cancer Services Program to cover the cost of a new
computer. Legislator Reynolds and
Burdick moved on the request. Motions
carried.
The Health Department
requested permission to transfer $6000 within its Bioterrorism cost
center. These transfers are necessary to
cover the cost of equipment approved as part of Allegany County’s
deliverables. Legislator Reynolds moved
on the request with Legislator Burdick seconding. Motions carried. RESOLUTION
The Department
requests permission to enter into a contract with Cattaraugus-Allegany BOCES to
provide special education services to preschoolers with disabilities. This is an annual renewal. Legislator Reynolds moved on the request,
with Legislator Burdick seconding.
Motions carried. Ways and Means
Other Business
A resolution is requested to accept
$17,000 in unanticipated State aid for the Office of Mental Health. These funds are designated for the
replacement of a vehicle in the Youth ICM program. Legislator Reynolds and Burdick moved on the
request. Motions carried. Ways
and Means has already approved the acceptance of money.
